operating engineers performing shift and maintenance duties, and who constitute a separate bargaining unit represented by the International Union of Operating Engineers, Local No. provided that if any shift engineer is regularly assigned to that kind of maintenance work which is regularly performed by members of the bargaining unit for more than five days per month, he shall be required to be a member of the Union as provided in Section but wherever possible only one such operating engineer will be so assigned.
