This DEVELOPMENT AGREEMENT ("Agreement"), dated as of , 2023 (the "Effective Date"), is entered into by and between Montgomery County, Texas, a political subdivision of the State of Texas (“County”) and TW-VOGMVC, LLC, a Delaware limited liability company (“Owner”). County, and Owner may be referred to singly as a “Party” or collectively as “Parties.”
