Both the Office of Human Research Protection (OHRP) and the Food and Drug Administration (FDA) permit a research institution like the JHSPH to rely for IRB review of non-exempt research on an IRB at an external institution. The two institutions may sign a contract that confirms that one institution will defer its IRB review responsibilities to the other institution’s IRB. The agreement sets out the obligations of each of the two institutions. A reliance agreement may be used in JHSPH multi-site studies if:
