THIS DEVELOPMENT AGREEMENT (“Agreement”) is made as of the day of May, 2015 (the “Effective Date”), by and between THE CITY OF TEMPE, an Arizona municipal corporation (“City”), and Autoplex Owners Association, an Arizona nonprofit corporation (“Developer”).
