This DEVELOPMENT AGREEMENT (“Agreement”) is entered into as of this day of , 2015, by and between the CITY OF MORENO VALLEY, a California general law municipal corporation (“City”), and HF PROPERTIES, a California general partnership, SUNNYMEAD PROPERTIES, a Delaware general partnership, THEODORE PROPERTIES PARTNERS, a Delaware general partnership, 13451 THEODORE, LLC, a California limited liability company, and HL PROPERTY PARTNERS, a Delaware general partnership (collectively “HF”). The City and HF hereafter are referred to collectively as the “Parties” and individually as a “Party.”
