WHEREAS it is the desire of both parties to this Agreement to maintain and develop the exist- ing harmonious relations between the Board and the members of the Union, to promote co-operation and understanding between the Board and its em- ployees, to the mutual value of joint discussions and negotiations in all matters per- taining to working conditions and elimination of waste, and to promote morale and well-being of all employees included in the bargaining unit represented by the Union;
