Since education is a public-sector enterprise, some codification of expected practices, rules, benchmarks, and so forth are necessary to conduct business. And in an era of increased accountability and the need for flexibility to meet the ever-increasing needs of our students, families, and community the collective bargaining agreements offer a place to think about how we can change some of our basic practices to better reflect the charge being placed upon our schools today. Most collective bargaining agreements have not kept up with the changing needs of school districts to be more flexible in meeting the needs of all their stakeholders. When reviewing our academic performance over the last several years, one can quickly conclude that the District has not made the necessary progress our students and families deserve to ensure every student is provided with a high quality educational experience.
