This DEVELOPMENT AGREEMENT (“Agreement”) is made and entered into by and among the CITY OF WYLIE, TEXAS, a home-rule municipality (“Wylie”), and ABSAR, LLC (“Developer”). Wylie and Developer are each referred to herein as a “party” or collectively as the “parties.”
