THIS DEVELOPMENT AGREEMENT (this “Agreement”) is made and entered into effective as of , 202_ (the “Execution Date”) by and between The Sports Authority of the County of Knox and the City of Knoxville, Tennessee, a public nonprofit corporation (“Authority”) which was organized by permission granted by the Council of the City of Knoxville (the “City”) and the Commission of Knox County, Tennessee (the “County”), and RR Land LLC, a Tennessee limited liability company (“Developer”).
