This Agreement is made between the Clark County Board of Commissioners – Job and Family Services, hereinafter referred to as “DJFS” or „Management‟ and the Ohio Council #8 and Local #1939, American Federation of State, County, and Municipal Employees, AFL-CIO, hereinafter referred to as the “Union”, for the purpose of achieving better understanding between the parties, to achieve and maintain a satisfactory and stabilized employer/employee relationship and to promote improved work performance; to attract and retain qualified employees; to insure the right of every employee to fair and impartial treatment; provide for the peaceful and equitable adjustment of differences which may arise. It is further the purpose of this Agreement to assure the effectiveness of service by providing an opportunity for employees to meet with the employer to exchange views and opinions on policies and procedures affecting the conditions of their employment, and to provide an opportunity for the Union and th
