WHOLESALE WATER ("Agreement") is made and entered into as of this 31st day of December, 2012 ("Effective Date"), by and between the City of Tacoma, Department of Public Utilities, Water Division ("Tacoma"), and Cascade Water Alliance, a joint municipal utilities services authority ("Cascade").
