Williams; U.S. Environmental Protection Agency Administrator Carol M. Browner; and Chesapeake Bay Commission Chair Bill Bolling -- culminates two years of work to develop the new agreement. The jurisdictions and governmental bodies represented in the Executive Council lead the cooperative Chesapeake Bay Program.
