In 1983, the governors of Maryland, Pennsylvania, and Virginia, the mayor of District of Columbia, and the U.S. Environmental Protection Agency (EPA) administrator signed the first Chesapeake Bay Agreement. The one-page agreement acknowledged the “historical decline in the living resources of the Chesapeake Bay” and committed to addressing a major cause of the decline by pledging “to fully address the extent, complexity, and sources of pollutants entering the Bay.” Subsequent Bay agreements have expanded the number of partners and the number of restoration goals, but reducing two key pollutants, nitrogen (N) and phosphorus (P), has remained a centerpiece of every subsequent Bay agreement.

In 1987, Virginia, Maryland, Pennsylvania, the District of Columbia, the Chesapeake Bay Commission and the U.S. Environmental Protection Agency formally agreed to reduce and control point and nonpoint sources of pollution to attain the water quality conditions necessary to support the living resources of the Bay. TO achieve this, we agreed to develop, adopt and begin to implement a strategy to equitably achieve by the year 2000 a 40 percent reduction of nitrogen and phosphorus entering the mainstem Chesapeake Bay. WE also agreed to reevaluate the 40 percent reduction target based on the results of modeling, monitoring and other information available to us.

The Chesapeake Bay is North America’s largest and most biologically diverse estuary. The 64,000 square mile (103,000 km2) watershed is home to more than 3,600 species of fish, animals, and plants. The Bay is an extraordinary resource that has sustained the region’s economy and defined its traditions and culture for more than 300 years.

This action by the Executive Council -- Maryland Governor Parris N. Glendening; Pennsylvania Governor Thomas J. Ridge; Virginia Governor James S. Gilmore, III; District of Columbia Mayor Anthony A. Williams; U.S. Environmental Protection Agency Administrator Carol M. Browner; and Chesapeake Bay Commission Chair Bill Bolling -- culminates two years of work to develop the new agreement. The jurisdictions and governmental bodies represented in the Executive Council lead the cooperative Chesapeake Bay Program.

In 1987, the governors of Maryland, Virginia and Pennsylvania; the Mayor of the District of Columbia, the U.S. Environmental Protection Agency (EPA) adminis- trator and the chair of the Chesapeake Bay Commission signed the Chesapeake Bay Agreement. This historic agreement stated that a 40 percent reduction in nutrients entering the Chesapeake Bay would be necessary to restore its health (Chesapeake Executive Council 1987). The goal targeted a 40 percent reduction of controllable nutrient loads from point and nonpoint sources from 1985 levels by the year 2000. The partners to the Chesapeake Bay Agreement committed that once achieved, these levels of reduced nutrient loads would continue to be maintained into the future.
