On October 2, 2000, the City Council approved a development agreement with University Construction for North Lincoln Avenue improvements. Again on April 2, 2001, the City Council approved a revised development agreement, which revised the scope of work for the North Lincoln Avenue improvements. This month, Central Waste received an Illinois Environmental Protection Agency [IEPA] permit to develop a Waste Transfer/Recycling Facility on North Lincoln Avenue. Since this IEPA approval, the two parties have renewed their discussions for a build to suit lease agreement. The City and University Construction development agreement refers, under a condition precedent, that the agreement would be null and void unless this lease or land sale agreement was concluded by January 1, 2002. Central Waste and University Construction are close to completing this lease agreement and development agreement, but they need to have an extension of time.
