On February 4, 2003, Central Illinois Public Service Company, d/b/a AmerenCIPS (“CIPS”) and Wayne-White Counties Electric Cooperative (“Wayne-White”) filed with the Illinois Commerce Commission (“Commission”) a verified joint petition seeking approval of a Modification to their Service Area Agreement ("Agreement") pursuant to Section 6 of the Electric Supplier Act (“ESA”), 220 ILCS 30/1 et seq.
