The Department of Children, Youth and Families (DCYF) requires ESIT Provider Agency Contractors to develop and submit Service Area Agreements, as necessary. The purpose of these agreements are to establish clear service area boundaries for recruitment and enrollment of eligible infants and toddlers and their families to ensure that no child and family goes unserved or to delineate service area coverage when there is more than one provider in an identified school district catchment area. Agreements must support policies and procedures for working collaboratively, reducing duplication of services, leveraging funding through efficient use of state, federal and local public and private resources and ensuring responsiveness to family need.

Mississippi 811 notifies its member utility owners/operators based on the service area database submitted by the member and/or its representative (user) and work area information provided by excavators. Membership with Mississippi 811, Inc. (MS811) cannot be activated until the utility owner/operator submits their service area database to MS811. Members are required to update their service area annually; however, it is recommended that service areas be updated any time infrastructure is installed.

The property lies within the service territory of RWD 5. The property is not within a reasonable distance to an existing RWD 5 water line and RWD 5 does not wish to extend its services. There is access to a City of Rose Hill's water line and Rose Hill is willing to provide service to this property. Provided Wichita agrees, RWD 5 grants permission to the City of Rose Hill to provide residential water service to this property.
