A Development Agreement (DA) is a contract between the City and a property owner. In exchange for the City providing “vested rights” to the owner, and ensuring that an approved project will not be affected by future changes in City land use regulations, a developer may offer to provide public benefits in excess of those that could normally be required by the public agency.
