It is the general purpose of this Collective Bargaining Agreement to promote the mutual interests of Saginaw County Community Mental Health Authority (SCCMHA) and its employees and to provide for the operation of the services provided by Saginaw County Community Mental Health Authority under methods which will further, to the fullest extent possible, the safety of the employees, economy and efficiency of operation, elimination of waste, realization of maximum quality of output, cleanliness, protection of property and avoidance of interruptions to service. The parties to this Agreement will cooperate fully to secure the advancement and achievement of these purposes. It is further recognized that it is in the best interest of SCCMHA and the Union, and their respective representatives at all levels, that all dealings pursuant to the Agreement continue to be characterized by fairness, good faith and in the spirit of mutual respect for the duties and responsibilities which each party has in
