Sec. 16 of Law No. 20 of 1895 provides that all grants of rights to minerals most be notarial and registered, and that transfer duty must be paid on all such grants whether by sale or lease, ffeld, that a lease of the right to dig and remove “ all earths, clay, sand, and other materials used, in the manufacture of pottery, earthen­ ware, bricks, tiles, pipes, and other goods and wares manufactured from the said substances,” was not a lease of any right to minerals, and that such a lease could be registered without the payment of transfer duty.
