THIS AGREEMENT is between the CITY OF EDMONDS, WASHINGTON (hereinafter called the City or the Employer) and the EDMONDS EMPLOYEE ASSOCIATION, LOCAL 3517 (AFSCME COUNCIL 2) (hereinafter called the Union) for the purpose of setting forth the agreement between the parties re: wages, hours, and conditions of employment of those employees for whom the City has recognized the Union as the exclusive collective bargaining representative.
