Whereas the Gauteng Provincial Legislature, Provincial Department and the Leader of Government Business hereinafter referred to in the singular as a “Party”, and jointly as the “Parties” recognize that, the provincial legislatures are established in terms of Chapter 6 of the Constitution of the Republic of South Africa, 1996 (thereafter referred to as the Constitution).
