Whereas is the desire of both Parties to this maintain the existing harmonious relations and settled conditions of employment between the Board and Union, to promote cooperation and understanding between the Board and staff, to recognize the mutual value of joint discussions and negotiations all matters pertaining to working conditions, hours of work, and scale of wages, to encourage efficiency operations, and to promote the morale, well-being and security of all employees in the bargaining unit of the Union.
