THIS DEVELOPMENT AGREEMENT (“Agreement”) is entered into this day of , 2014 (the “Effective Date”), by and between the City of Flagstaff, an Arizona municipal corporation (“City”) and VP I-40 & Country Club, LLC, an Arizona limited liability company (“Owner”). City and Owner are sometimes referred to in this Agreement collectively as the “Parties;” or individually as a “Party.”
