The Department of Finance, City of San Diego (City) is responsible for ensuring compliance with the arbitrage rebate and yield restriction regulations for tax-exempt debt issuances. In accordance with requirements of bond covenants, arbitrage calculations must be accurately prepared in a timely manner; failing to do so could potentially affect the City’s bond rating. Due to sensitive arbitrage calculation deadlines, constant changes to tax rules and regulations, and the level of expertise required, the City outsources arbitrage rebate and tax compliance consulting services.
