WHEREAS it is the intent and purpose of the Parties to this Agreement, that this Agreement is to provide orderly collective bargaining between the Parties, to facilitate the peaceful adjustment of all disputes and grievances, to prevent strike, lock-out, waste, expense, avoidable and unnecessary delays in new construction and repair work.
