THIS DEVELOPMENT AGREEMENT (this "Agreement"), dated as of , 2018 (the "Effective Date"), is made among SPRING STREET (ATLANTA), LLC, a Delaware limited liability company (the "Owner"), and THE ATLANTA DEVELOPMENT AUTHORITY (d/b/a "INVEST ATLANTA"), a public body corporate and politic of the State of Georgia, and existing pursuant to the 1983 Constitution and laws of the State of Georgia ("Invest Atlanta") and the CITY OF ATLANTA, a municipal corporation and political subdivision of the State of Georgia (the "City"). Capitalized terms used herein and not otherwise defined have the meanings given to them in Article II of this Agreement.
