conditions that a tow operator agrees to comply with in order to receive and maintain a tow rotation listing with the City of Vacaville (“CITY”), Vacaville Police Department (“VPD”). Participation in the VPD LIST is voluntary and is not intended to be a main source of income for participants. An operator, by agreeing to participate in the LIST, does not establish a contractual relationship with the CITY or the VPD and is not acting as an agent for the CITY or the VPD when performing services under the TSA. Exception to compliance with the TSA, shall not be authorized by any verbal agreement. Any exceptions shall be documented as a written addendum to the TSA, with justification, and shall have the approval of the VPD Police Chief.
