WHEREAS, the undersigned entities (“Party” or collectively “Parties”) provide Law Enforcement Services in and around the northeast Iowa area and specifically the counties of Allamakee County, Bremer County, Buchanan County, Chickasaw County, Clayton County, Delaware County, Fayette County, and Winneshiek County, and the cities of Decorah, Dyersville, Fayette, Independence, Manchester, New Hampton, Oelwein, Waukon, Waverly, West Union and all cities within the above listed counties.
