WHEREAS, WEST Consultants, as part of the Chehalis River Basin Flood Warning System, has undertaken to install, operate, regularly maintain, repair and remove flood warning system gaging and webcam infrastructure for purposes of monitoring rising river levels and flood conditions in the Chehalis River Basin (www.chehalisriverflood.com); and
