WHEREAS, on or about May 20, 2020, the following parties entered into an agreement called the Agreement for Local Government Fire and Emergency Assistance to the State of California and Federal Fire Agencies (hereinafter referred to as the California Fire Assistance Agreement, CFAA or the Agreement) between, California Governor’s Office of Emergency Services (Cal OES); the State of California, Department of Forestry and Fire Protection (CAL FIRE); the United States Department of Agriculture (USDA) Forest Service, Pacific Southwest Region (USFS); the United States Department of the Interior (USDI) Bureau of Land Management, California State Office, Interior Regions 8 and 10 (“BLM”); the USDI National Park Service, Interior Regions 8, 9, 10, and 12 (NPS); USDI Fish and Wildlife Service, Pacific Southwest Region (“FWS”); and USDI Bureau of Indian Affairs, Pacific Region (“BIA”) (each individually a “Party” and collectively the “Parties”)1;
