Description Government to place proposals for reform before Congress within 60 days of signing of the Agreement on a Firm and Lasting Peace. Main focus of proposals to be on the recognition of the identity and rights of indigenous peoples and the mandate and structure of the country’s security forces. Provision made for establishment of an Electoral Reform Commission to review the electoral process.
