On November 16th and December 29th 1999, at Pointe-Noire and Brazzaville respectively, gunmen that had been in the Congo since the war, on June 5th 1997 decided to lay down their guns and sign the two agreements that are herein reproduced. These agreements establish the cease-fire and end of hostilities in the Republic of Congo. They reflect the will of the Congolese people to favour dialogue for the resolution of conflicts inside and outside our country.
