The Hong Kong Special Administrative Region of the People’s Republic of China (hereinafter referred to as “Hong Kong, China”) on the one part, and Iceland, the Principality of Liechtenstein, the Kingdom of Norway, the Swiss Confederation (hereinafter referred to as the “EFTA States”) on the other, hereinafter individually referred to as a “Party” or collectively as the “Parties”:

WHEREAS the Parties signed a Statement of Understanding and Mutual Respect, dated June 10, 2009, and a Framework Agreement, dated July 16, 2009, the latter providing for the negotiation of special agreements in a certain number of fields, including labour;
