In November 2005, Israel signed the Agreement on Movement and Access. The Agreement set out the arrangements that were supposed to operate to maintain and develop the economic life of Gaza, in the wake of the Israeli “disengagement” in August 2005, and to pave the way for the creation of a viable Palestinian state in the West Bank and Gaza.

On 15 November 2005, the Government of Israel and the Palestinian Authority concluded an ‘Agreement on Move- ment and Access’, which included agreed principles for the operation of the Rafah Crossing Point (RCP) on the Gaza- Egypt border. Six days later, on 21 November 2005, The Council of the European Union agreed that the EU should undertake the role and fulfil the responsibilities of the Third Party at the RCP, as envisaged in the Agreement, and launched the European Union Border Assistance Mission for the Rafah Crossing Point (EUBAM Rafah).

Consistent with Israel's security needs, to facilitate movement of people and goods within the West Bank and to minimize disruption to Palestinian lives, the ongoing work between Israel and the U.S. to establish an agreed list of obstacles to movement and develop a plan to reduce them to the maximum extent possible will be accelerated so that the work can be completed by December 31.
