Originally described as Diomedea immutabilis (Rothschild 1893), the American Ornithologist’s Union (AOU) temporarily placed the three north Pacific albatrosses in the subgenus Phoebastria [1, 2]. Genetic analysis supported the former designation of the genus Phoebastria [3], a classification that was subsequently adopted by the AOU [4]. There are no recognized subspecies [5]. P. immutabilis and P. nigripes do hybridize but there is no evidence for successful breeding by a hybrid [5].

The type specimen for this species was collected by George Steller offshore of Kamchatka, Russia in the Bering Sea during the 1740's and was described by P.S. Pallas as Diomedea albatrus in 1769 [1]. Following the results of genetic studies [2], the family Diomedeidae was arranged into four genera. The genus Phoebastria, North Pacific albatrosses, now includes the short-tailed albatross (Figure 1), the Laysan albatross (P. immutabilis), the black-footed albatross (P. nigripes), and the waved albatross (P. irrorata) [1]. Recent analyses, based on complete nucleotide sequencing of mitochondrial cytochrome b gene, confirm this arrangement [3].

THE AGREEMENT ON THE CONSERVATION OF ALBATROSSES AND PETRELS: RATIONALE, HISTORY, PROGRESS AND THE WAY FORWARD
Agreement on the Conservation of Albatrosses and Petrels • December 22nd, 2006

The Agreement on the Conservation of Albatrosses and Petrels (ACAP) is a newly-constituted international treaty that as yet may be little known to marine ornithologists around the world. We outline the rationale for the existence of the Agreement, the history of its development, the progress it has achieved to date and its future plans. It is hoped that the aims and objectives of ACAP will be fostered by creating a general awareness of it within the global seabird research community, leading to an improved conservation status for those procellariiform species that it lists.

A simple scoring system using seven criteria is developed to assess 128 members of the Order Procellariiformes for consideration as candidate species for inclusion within the Agreement on the Conservation of Albatrosses and Petrels. Two groups of birds appear as strong candidates: the three North Pacific albatrosses Phoebastria spp. and three Mediterranean shearwaters of the genera Calonectris and Puffinus. Four mainly southern hemisphere-breeding shearwaters Puffinus spp. and the Peruvian Diving Petrel Pelecanoides garnotii, all species which scored relatively highly, might also be considered as candidate species for listing.

This paper reports the preliminary findings of two further line weighting trials in the Australian tuna fishery. The first trial compared the industry standard (60 g at 3.5 m) line weighting with 120 g lead weights 2 m from hooks, and the second compared the industry standard with 40 g leads placed at the hook. The idea for the second trial evolved during the course of the first trial. Because both trials were conducted in an area of low seabird abundance (a collaborator could not be found in a high risk area) the research was conducted in two stages. The first stage was to determine effects of the new line weighting regimes on catch rates of target and non-target fish and the operational aspects of fishing. The second stage, which depends on the results of the first stage, will be to determine the efficacy of a new weighting regime in reducing seabird mortality from that associated with the industry standard. To date the first stage (fish catch effects) of the first trial (60 g at 3.5
