THIS AGREEMENT is made by and between the State of Texas, acting through the Texas Department of Transportation, called the “Department,” the Waco Metropolitan Planning Organization (MPO) Policy Board, called the “MPO”, and the City of Waco, which serves as the Fiscal Agent for the MPO and which has been designated by the Governor of the State of Texas as the MPO of the Waco urbanized area.
