THIS AGREEMENT entered into , (its “Effective Date”), by and between the GEORGIA DEPARTMENT OF TRANSPORTATION, an agency of the State of Georgia, hereinafter called the "DEPARTMENT," and the CITY OF DALTON, a Georgia municipal corporation, hereinafter called the "SPONSOR,” which has been duly authorized to execute this AGREEMENT (collectively “PARTIES”).
