This letter is to familiarize the States with the NRC Standards Program and its Management Directive 6.5, “NRC Participation in the Development and Use of Consensus Standards.” This program fulfills Public Law 104-113, “National Technology Transfer and Advancement Act of 1995” and Office of Management and Budget Circular A-119, “Federal Participation in the Development and Use of Voluntary Consensus Standards and in Conformity Assessment Activities.” Management Directive 6.5 provides direction in identifying and prioritizing needed new and revised technical standards, selecting and nominating staff as authorized agency representatives on standards developing organizations committees, and coordinating standards activities with stakeholders. The NRC has developed a NRC Standards Program web site at http://www.nrc.gov/NRC/REFERENCE/STANDARDS/index.html to promote communication between the program staff and stakeholders. The Nuclear Regulatory Commission (NRC) is proposing to grant in part and deny in part a petition for rulemaking submitted by Portland General Electric Company (PRM-72-2) by amending its regulations dealing with greater than class C (GTCC) waste (65 FR 37712, June 16, 2000). The proposed amendments would only apply to the interim storage of GTCC waste generated or used by commercial nuclear power plants. The proposed amendments would allow licensing for interim storage of GTCC waste in a manner that is consistent with licensing the interim storage of spent fuel and would maintain Federal jurisdiction for storage of reactor-related GTCC waste. These proposed amendments would also simplify and clarify the licensing process. The draft Environmental Assessment determined that there is no significant environmental impact as a result of the proposed changes. Topics to be discussed at the workshop include the draft proposed industrial radiography rule, the supporting draft regulatory guide and radiographer certification.
