Box 3318, Cumming, Georgia, 30028, (hereinafter “Agency”) and FORSYTH COUNTY, GEORGIA, a political subdivision of the State of Georgia, acting by and through its governing authority, the Forsyth County Board of Commissioners (hereinafter “Forsyth County” or “County”), collectively referred to herein as the “Parties”.
