Contract Type FiledOctober 26th, 2021The ASEAN Trade in Services Agreement (“ATISA”) embodies the collective aspiration of member states to proliferate intra-regional services trade (worth an estimated USD844.6 billion as of 2019)[1] by overhauling a regime previously built upon the ASEAN Framework Agreement on Services (“AFAS”).[2] ATISA was signed at the 25th ASEAN Economic Ministers’ Retreat on 23 April 2019,[3] with Singapore becoming the first member state to ratify it on 5 April 2021.[4] Although ATISA remains in the process of ratification,[5] it nevertheless marks a significant milestone in the integration of the Southeast Asian economies as it adopts a negative list approach, imposes substantive liberalisation obligations and brings greater transparency to spur the intra-ASEAN trade in services.[6]
