HORTON, INC. – JACKSONVILLE, a Delaware corporation (the “Applicant”), and the CITY OF GREEN COVE SPRINGS, a municipal corporation organized and existing under the laws of the State of Florida (the “City”). City, and Applicant may sometimes be referred to herein, collectively, as the “Parties.”
