The purpose of this bill is to ratify an agreement made on 14 June 2010 between the state, the Minister for Transport, Cockburn Cement Limited and the Fremantle Port Authority, which I will refer to as the variation agreement. This bill is necessary to give effect to amendments to the Cement Works (Cockburn Cement Limited) Agreement 1971, which I will refer to as the state agreement. The variation agreement provides that the state will introduce this ratifying bill into Parliament and will endeavour to secure its passage as an act by 30 September 2010. The state agreement is required to be varied to reflect the environmental approvals that Cockburn Cement received in 1999 and 2002, as well as subsequent approvals; to bring new areas under the state agreement that have received environmental approvals; and to ensure that the company’s operations are managed consistently with those approvals.
