D.2 (“the Act”), and Ontario Regulation 137/99 to the Day Nurseries Act, the Province of Ontario designated the City as the delivery agent for the geographic area of the City of London and the County of Middlesex (the “Service Delivery Area”) responsible for delivering funding, subsidies and administration of services as required by the Act in the Service Delivery Area;
