THIS AGREEMENT, is made and effective as of February 7, 2005 between the City of Lomita, a municipal corporation ("City") and THE SIERRA GROUP, a California Corporation, ("CONSULTANT"). In consideration of the mutual covenants and conditions set forth herein, the parties agree as follows:
