Sudan’s Comprehensive Peace Agreement
Comprehensive Peace Agreement • May 18th, 2009

The precarious peace between northern and southern Sudan stands at a crucial crossroads. Intended by its architects as the cornerstone of peace in a country fractured by conflict, the Comprehensive Peace Agreement, or CPA, has been hamstrung by the National Congress Party’s intransigence, the Sudan People’s Liberation Movement’s growing pains, and the international community’s neglect. With two years remaining before a referendum on self-determination for the south, confidence in the CPA is diminishing, mistrust between the NCP and SPLM is mount- ing, and both sides are arming in preparation for a resumption of hostilities. The International Criminal Court’s, or ICC’s, forthcoming arrest warrant against Sudanese President Omar al-Bashir will further isolate the NCP and adds an additional layer of uncertainty to the CPA’s fate.1 U.S. leadership was instrumental in negotiating the CPA and could be pivotal in preventing a relapse into a full-scale war that would have grave humanitarian co

On January 9, 2005, after lengthy and complex negotiations, the government of the Republic of the Sudan and the Sudan People’s Liberation Movement/Army (SPLM/A) signed the Comprehensive Peace Agreement (CPA),1 which incorpo- rated a number of separate protocols and agreements. This was a defining moment in the history of Sudan. It ended a devastating civil war that had lasted since 1983 following the collapse of the Addis Ababa Agreement.2 It put in place radically new political structures for the division of power and wealth between the two parts of the country; and it recognized, for the first time, the right of the people of Southern Sudan to self-determination.

On 27 March 2014, the president of the Philippines, Benigno Aquino III, and the Chairman of the Moro Islamic Liberation Front (MILF) signed the Comprehensive Peace Agreement on the Bangsamoro. Facilitated and witnessed by the Malaysian prime minister, Najib Razak, this agree- ment marked the culmination of eighteen years of negotiations and twelve prior agreements, declarations, annexes and addendums that had sought to bring an end to civil conflict on the island of Mindanao. Starting with the Moro National Liberation Front (MNLF) in the 1960s, various iterations of this separatist movement, including the MILF and the splinter group BIFF (Bangsamoro Islamic Freedom Fighters), have fought to establish the Bangsamoro region of Mindanao as an independ- ent state or an autonomous substate within the Philippines. During the course of what has been one of the twentieth and twenty-first centuries’ most intractable conflicts, an estimated 120,000 people have been killed, countless others have suf

CURRENT SITUATION

As the genocide in Darfur continues, the 2005 Comprehensive Peace Agreement (CPA) that ended the war in Southern Sudan—a conflict that took 2 million lives—is at risk of collapse. If it unravels, there will be no chance for peace in Darfur, and the likelihood increases dramatically of a return to a far more destructive war in the South. The deal is primarily at risk because of obstructions created by the ruling National Congress Party. These include:
