The Copeland Unified School District, hereinafter referred to as the “Board” rec- ognizes the Copeland Teacher’s Association, hereinafter referred to as “CTA”, as the bargaining representative of all certificated employees in the Copeland School District, except any person employed by the Board in an administrative capacity who is fulfilling duties for which an administrator’s certificate is required.
