THIS CONCEPTUAL MASTER PLAN DEVELOPMENT AGREEMENT, (herein referred to as the “Development Agreement”) is made and executed this (day) day of (month), 2012, by and between the CITY OF PALM COAST, a Florida municipal corporation (herein referred to as the “City”), whose address is 160 Cypress Point Parkway, Suite B-106, Florida, 32164, and the owner of the subject property, NEOGA LAKES, LLC, a Delaware limited liability company (hereinafter referred to as “Neoga” or “Owner”) whose address is 1301 Riverplace Boulevard, Suite 2300, Jacksonville, Florida 32207.
