THIS CONSENT AND CROSSING AGREEMENT ("Agreement") is executed this day of , 2021 (the “Effective Date”), by and between NuStar Pipeline Operating Partnership L.P., ("Pipeline Owner") and City of Harrisburg ("Project Company").
