Nothing in this chapter shall be construed as contravening or superseding the provisions of any international treaty, convention, or agree- ment, if such treaty, convention, or agreement is in force with respect to the United States on October 28, 1978, or of any statute which imple- ments any such treaty, convention, or agree- ment.

The Secretary may designate areas where, and establish limited periods when, no hunt- ing, fishing, or trapping shall be permitted under paragraph (1) for reasons of public safe- ty, administration, or compliance with appli- cable law.
