This agreement will provide engineering and technical services for the following solid waste related engineering projects: relocation and design of the Household Hazardous Waste Collection Facility in conjunction with the new entrance facilities for the Buena Vista Landfill, seismic hazard analysis and construction support for the new entrance facilities, retaining wall replacement and extension for the Buena Vista Landfill recycling center, structural design for repairs to the Ben Lomond Transfer Station load-out pit, development of a statistical analysis monitoring and reporting program to meet new Regional Water Quality Control Board requirements for both County landfills, and aerial survey and topographic mapping. The total cost for these engineering services is a not-to-exceed amount of $329,994.

In February of 2007, Public Works solicited and evaluated Statements of Qualifications from engineering firms for professional engineering services for our landfills. After evaluation, the firm of Geosyntec Consultants, Inc., was selected and an initial contract was approved by your Board on May 22,2007. Department policy is to utilize an individual firm for a maximum of three years, assuming satisfactory performance, before repeating the formal evaluation of consultants process.

The Department of Public Works has completed the selection process for solid waste consultant engineering services. Seven Statements of Qualifications (SOQ) were received on December 2 1,2006. The were reviewed by Public Works for completeness, experience and overall qualification, and three vendors were selected to submit formal proposals. The selected vendors were Shaw Environmental and Infrastructure, Inc., Golder Associates, and Geosyntec Consultants, Inc., (incumbent). On February 23, 2007, all three selected vendors submitted formal proposals. A panel of three department representatives and one outside solid waste professional reviewed the written proposals and conducted oral interviews on February 28, 2007. After thorough review of all written information and information presented in the oral interviews, the review panel has recommended Geosyntec Consultants, Inc., of Oakland to provide solid waste consulting engineering services.
